The minutes cover a range of routine meeting items, as well as the postponed release of the Princes Park Master Plans and the proposed construction of car parks at Caulfield Racecourse. 2/A copy of Glen Eira Residents’ Association Inc.’s 30/05/2003 newsletter, notifying members of matters presently before Glen Eira City Council for purposes of evaluation. Matters include an admonishment to the Council to sort out anomalies between the C25 Amendment (80/20 Plan) and the Melbourne 2030 Plan, the success at convincing the Ministerial panel to adopt GERA’s views regarding the C14 Council Plan for the Caulfield Racecourse, a request for information from the Council regarding the previous year’s rate increase, a request for information from the Council regarding spending on planning for improvements to Princes Park, a call for the Council to improve its consultative procedures, a recommendation that the purpose of Glen Eira News be expanded to the making of suggestions for city improvement, and a notification of the measures implemented to improve the visibility of Caulfield Racecourse’s usability by the public. Includes a black-and-white photograph of Orrong Road, Elsternwick, illustrating what Glen Eira’s roads would look like if lined with trees, which was excluded from Glen Eira News on account of a current prohibition on the making of suggestions for city improvements. 3/Four copies of a booklet entitled ‘A Short Guide to Planning Procedures’, composed 08/2006, which endeavours to explain, as concisely as possible, the methodology by which Glen Eira City Council approves real estate developments and issues planning permits. 4/A booklet containing the minutes of the 05/10/2009 Annual General Meeting of Glen Eira Residents’ Association Inc. Details both routine items and more specific matters of discussion, such as inappropriate charges on the part of the Glen Eira City Council and the proposed inception of a questionnaire to evaluate local residents’ opinion of the Council. 5/A booklet announcing the 07/10/2010 Annual General Meeting of Glen Eira Residents’ Association Inc. at St. John’s Uniting Church, Elsternwick. Front cover details agenda and contains four colour photographs pertaining to public transport (buses, trams, trains) within the city. Interior features president Don Dunstan reflecting on issues relevant to GERA occurring over the preceding twelve months, with an emphasis on the dubious behaviour of the City Council, as well as two colour photographs: one of Dunstan himself and one of traffic at Elsternwick Junction. The rear cover contains the Financial Statement presented to the Meeting. 6Two copies of a printout of an article from the website of Glen Eira Residents’ Association Inc., accessed 19/06/2012, explaining the affects wrought as a result of the implementation of Planning Scheme Amendment C87. Said amendment changes the Planning Scheme protecting neighbourhood character by replacing the previous Significant Character Area (SCA) designation with the new designations of Neighbourhood Character Overlay (NCO) and Design and Development Overlay (DDO). In developing the Amendment, Glen Eira City Council commissioned Planisphere to procure the Planisphere Final Report, in which recommendations regarding the expansion, creation and deletion of SCAs were offered. Officers inspected erosion ...The City of Moorabbin Historical Society was formed c 1960 by a group of Moorabbin residents who were concerned that the history of the area should be preserved. A good response to a call for items related to the historical area of Moorabbin Shire brought donations of a wide variety of artefacts which are now preserved by the current members of CMHS at Box Cottage Museum . Helen Stanley, Secretary of CMHS, began producing a Newsletter for members in April 2007 to provide current information and well researched items of historical interestHelen Stanley has produced a bi-monthly Newsletter, 2007 - 2013, for the members of the City of Moorabbin Historical Society that contains well researched interesting historical items, notification of upcoming events, current advice from Royal Australian Historical Society , Museums Australia Victoria and activities of Local Historical Societies. The Newsletter is an important record of the activities of the CMHS. Mrs Nance Blackman’s notes in 1978 for the Centenary of The Cheltenham Church of Christ.. The Blackman family were early settlers in Moorabbin Shire. 5 x A4 paper printed on 1 side Issue 22 of the bi-monthly, City of Moorabbin Historical Society Newsletter produced by Society member and Secretary, Mrs Helen Stanley in June 2011. Notice of meeting June 26th and CMHS members exhibited some artefacts at the ‘Fun4over50’s’ event at Kingston (Moorabbin ) Town Hall June 5th. Glen Eira City Council Building Dept. Officers inspected erosion along the North side of the Barn floor, members have planted seedlings in the garden and Helen and Joan are entering data about our ‘Collection’ onto the MAV website while Jim Dale has photographed some of the farm machinery. Small paragraphs about early local Religious groups – Salvation Army, Methodist and Presbyterian Ministries – with 2 photocopied photographs. Helen also provides the notes penned by Mrs Nance Blackman in 1978 for the Centenary of The Cheltenham Church of Christ. By 1974 Caulfield Council assumed responsibility for the administration of the service which by then was the largest in Victoria, supplying 300 meals each weekday. By 1987 with a combination of both paid and volunteer staff up to 136,000 meals were distributed each year to individual homes and to various clubs and organizations. Planning Scheme Glen Eira City Council Hillcrest Estate Heritage ...2 items about Hillcrest Estate and heritage: 1/A 20 page report giving draft heritage guidelines by the City of Glen Eira for properties within the Hillcrest Estate Heritage Area of Caulfield South, including Hillcrest Avenue numbers 1 and 3-12 and Marara Road numbers 27 and 28. The Heritage Area has been assessed as noteworthy as 'the first housing estate developed by the AV Jennings Construction Co., later known as Jennings Group Limited.' Developed during the Depression years of the early 1930s, it is considered an 'unusually intact example of an interwar garden estate' and is also considered noteworthy for its aesthetic values. The Report describes typical features for two house forms typical of the area: the single-storey villa with decorative porch and the single storey villa with decorative verandah. It gives guidelines on the types of changes which can be made to houses within the Heritage Area. Included are photographs of typical houses and design features, maps, and diagrams showing acceptable zones for additions, amongst other Sections (eg. (Unknown author of handwritten notes by John Campbell, Mayor of Caulfield 1986-87 and long-time observer of the Caulfield Council/Glen Eira Council): 1/A 53-page Overview Report, summarising the research conducted into the existing state of Glen Eira’s Activity Centres for the purposes of devising a Strategy to improve them. The Report constitutes the first of four components of a broader document termed the ‘Position Paper’, of which the remaining three are not present. The Report is divided into ten sections. The first is an executive summary of the entire document. The second is an introduction that explains the reasons why the Glen Eira City Council chose to embark upon this project. In 1912 she married Jack Samuel Clay a market gardener in South Road, Moorabbin and they had 6 children. They retired to live in Balnarring, Victoria and are buried in Cheltenham Cemetery. Francis Box 1836-1912, was born in Withyham, Sussex and came to Australia with his parents George and Mary Box and siblings in 1856. He was assigned to work in Beaufort and had various jobs including ‘gold miner’ at Heathcote where he married Eliza Jane Thompson 1852-1922. Francis decided to return to market gardening after the death of his 1st child Francis George Box in 1875 aged 13months. The child was buried in Brighton Cemetery and Francis then rent/leased the land on the corner of Tucker Road and Elizabeth Street East Brighton ( now Bentleigh) owned by his brother Henry who with another brother John helped Francis clear the land, and establish a market garden. They had 4 children and began to prosper until in 1882 their 2year old child Lena Caroline Box was killed in a fire that destroyed their house. Francis was burned trying to rescue the child. The local community raised money to assist the family. The land boom brought prosperity again and Francis bought more land around Tucker Road which was bequeathed to his children. Francis and Eliza Jane had four more children but one died in infancy and another aged 2 years. Only 5 of their 9 children survived. Francis and Eliza Jane, who died in 1922, are also buried in Brighton Cemetery Box Cottage Museum, a reconstruction of an early settler hut, is named after the Box family who resided there 1865 -1913 . William Box who with his wife Elizabeth Avis Box and 13 children lived and farmed on the block of land in Jasper Road, East Brighton ( now McKinnon / Ormond) that was part of the Henry Dendy Special Survey 1841 . Francis Box, a brother of William Box, was born in Withyham, Sussex and came to Australia with his parents George and Mary Box and siblings in 1856. Francis established market gardens in Tucker Road Bentleigh. Edith 'Eadie' Florence Box was the 9h child of Francis Box. Inscribed in Album “ The early photos in this album were found by Mr (Laurie) Lewis when he was demolishing the Old Box Cottage. He gave them to Mrs Avis Box Eldridge who in turn gave them to me. They were not identified. I believe they rightly belong in the Cottage. Members are asked to assist GECC Arts & Culture Dept. with information about the Caulfield Repatriation Hospital. Fran compiled a brief history of the 'Garden Suburb of Ormond, Henry Lawson and ANA Society with a contribution from Rosemary Kelleher describing her father Brian's love of poetry. All members are invited to attend the final Open day on November 29th to join with the Henry Lawson Society and ANA for their Annual Brian Kelleher Memorial Picnic . Photographs of the CMHS at Bunnings, Stanley's Menswear and the 'Unmentionables' display at Box Cottage are included in this issue. They were taken around the time of the Beauville Estate’s 65th Heritage Celebration held on 10/03/2001 and donated to the Caulfield Historical Society shortly afterwards. Photographer unknown. City of Glen Eira’s Heritage Management Plan Vol 2 p79 (this is p84 of the pdf version) – HO12 Beauville Estate and environs, Murrumbeena: The Beauville Historic Area is important at the State level as the first large housing estate undertaken by the AV Jennings Construction Co, later Jennings Group Limited, Victoria’s largest home builder. It is important also as a very early estate development incorporating a range of features other than houses and including made roads, shops and recreation facilities. In this respect it was the forerunner of the comprehensively planned housing estate of the post war era. The estate is distinguished by its aesthetic values, as is the earlier and comparable Hillcrest Estate, which are formed by a combination of restrained diversity in house styles, with the exception of no. 30 in the emerging International style, and by a landscaped garden environment.
